Mais de 50 edifícios do centro da cidade de São Paulo serão transformados em moradias populares. Os imóveis foram identificados como ociosos por uma pesquisa da Fundação para Pesquisa Ambiental (Fupam), ligada à Faculdade de Arquitetura e Urbanismo, em consultoria para a Cohab (Companhia Metropolitana de Habitação).A pesquisa atualizou os levantamentos já existentes, na maioria incompletos, sobre prédios ociosos no centro e selecionou edifícios com características específicas procuradas pela Cohab que possam ser revitalizados e vendidos à população de baixa renda. “Há prédios de extraordinária qualidade, bem construídos, em locais muito interessantes, que já têm escolas, transporte, metrô, toda infra-estrutura. Não se pode aceitar urbanisticamente deixar esses edifícios vazios, temos que aproveitá-los”, explica Fabio Mariz Gonçalves, professor da FAU responsável pelo estudo.
200 prédios, 2 meses
O levantamento foi feito em apenas dois meses, por uma equipe de cinco pessoas e concluído na última semana de outubro. Foram percorridas todas as ruas, em grande parte a pé, dentro de um perímetro que envolvia bairros centrais como República, Sé, Cambuci, Brás, Liberdade, Bom Retiro, Santa Cecília, Bela Vista, Campos Elíseos e Bexiga. Quando encontravam um edifício aparentemente desocupado, entrevistavam porteiros e vizinhos para descobrir mais detalhes sobre o imóvel e confirmar a sua situação.
“A princípio achamos que era possível obter o mapeamento a partir do cruzamento de dados como baixo consumo de energia, dívida de IPTU, mas esses dados não foram suficientes. Percorrendo as ruas dá para perceber com maior facilidade que o edifício está desocupado, pela fachada, janelas fechadas. Também conseguimos entrar em alguns, que tinham algum zelador ou alguém tomando conta. Outros estão até lacrados”, conta Rodrigo Minoru, arquiteto e ex-aluno da FAU que participou do estudo.
Foram mapeados 210 edifícios desocupados. Desses, 56 foram selecionados levando em conta o porte necessário para que possam ser desapropriados, revitalizados e reformados por um custo que compense.
Valorizar o centro
O estudo revela um novo direcionamento da Cohab: em vez de construir Conjuntos Habitacionais na periferia, em terrenos sem infra-estrutura, hoje prioriza a habitação em áreas mais centrais. “O gasto para revitalizar os prédios desocupados é alto, mas antes apenas a unidade construída saía barata. Gastava-se muito na compra do terreno, na terraplanagem, para levar água, energia elétrica, transporte, na construção de escola. Agora já se tem a infra-estrutura. O custo, que antes era deixado à parte, agora já está embutido na unidade”, diz Fabio.
“Antes de começar o levantamento, fomos visitar edifícios que já estão em uso hoje, que a Cohab já reformou e já colocou moradores. Alguns nos surpreenderam muito positivamente. O que está ocupado há mais tempo, já faz mais de cinco anos, todas as famílias continuam lá e não querem se mudar por nada, cuidam muito bem do prédio que está impecavelmente mantido do elevador ao hall”, conclui o professor.
