Com quantos políticos se faz um governo?
Em Julho de 2008, o deputado Clodovil Hernandes apresentou à Mesa da Câmara uma proposta de emenda à Constituição (PEC) para reduzir o número de deputados de 513 para 250. O projeto teve o apoio de 279 parlamentares (eram necessários 172 votos para que fosse apresentado). Não passou, por interesses óbvios.
Se a PEC passar, haverá corte de 263 deputados e redução de gastos, só em despesas com os parlamentares, de R$ 26,3 milhões por mês. As informações são do jornal O Estado de S. Paulo.
De acordo com a ONG Transparência Brasil o custo de cada deputado é de R$ 6,6 milhões por ano! E o custo de cada senador é de R$ 33,1 milhões por ano!!!
Segundo matéria da TV Globo, Bom Dia Brasil, mostra que os parlamentares brasileiros são os mais caros do mundo. Cada parlamentar no Brasil sai por R$10,2milhões/ano enquanto o segundo lugar, Itália, por R$3,9milhões/ano.
Se a emenda Clodovil passasse, reduzindo pela metade o número de parlamentares, e supondo que isso pudesse ser feito tanto na Câmara quanto no Senado, teríamos uma economia de aproximadamente R$ 3,1 BILHÃO DE REAIS/ano!!!
Isso dá aproximadamente R$ 17,00 por habitante. Já que o gasto público com saúde é de R$ 0,64 por habitante, veja o que a economia com os parlamentares poderia nos proporcionar!!!
No Brasil, segundo o sindicato dos hospitais de Pernambuco Sindhospe, “para um gasto total de U$600 per capita/ano(na saúde), apenas U$300 vêm do setor público. Destes, apenas U$150 são investimento federal, ou seja, U$ 0,40 por cidadão brasileiro”
Daria para multiplicar a verba hospitalar atual por habitante por mais de 26 vezes!!! Sem contar o que poderia ser feito na educação e outros setores da nossa sociedade.
Além disso, com menos políticos para controlar, haveria menos chance de corrupção.
Agora a minha pergunta é: como cidadãos comuns, o que podemos fazer pra que isso se torne realidade?

Talvez o cerne deste problema não esteja na quantidade de parlamentares e sim na qualidade deles. Além do custo absurdo ao bolso de cada contribuinte, é enfadonha de tão notória a falta de comprometimento da classe política junto aos eleitores que os elegeram. Sem dúvida, se cada um destes recebesse o que merece, haveria dinheiro sobrando pra cuidar do país.
Além desse ônus (o mais alto custo do mundo por parlamentar), há também a notória desonestidade e incompetência da imensa maioria desses “políticos profissionais”, que infelizmente, ao invés de abraçarem a missão para a qual foram eleitos, se utilizam da máquina pública para amealhar (mais) bens e (mais) poder quase sempre de modo ilícito.
Este ‘karma’ da nossa sociedade é um mal crônico e secular que será vencido somente com a conscientização da população alienada (a imeeensa maioria) e dos formadores de opinião (estamos aí inclusos) para que a sociedade se mobilize pra mudar o “shitstem” vigente e só a partir daí o Brasil possa – finalmente – dar o ’salto quântico’ de qualidade em direção a um futuro de consciência para mudarmos nosso destino, justiça social e oportunidades para todos e liberdade para crescermos de forma sustentável.
O Projeto da Ficha Limpa, por ex. – apesar das tantas alterações que houveram no texto original – já é um começo para que não continuem a se perpetuar no poder (e conseguinte, na política) os criminosos de terno e gravata que só olham para o próprio umbigo. Outras medidas e atitudes nesse sentido devem ser tomadas – a partir da sociedade organizada, pois dos políticos que aí estão quase nada de bom podemos esperar.

Tomie colocou uma questão importante! Eu concordo que podemos colocar burocracias ou regras, e elas podem sim ajudar, mas a raiz do problema ainda não será alterada.
A raiz é a consciência. Enquanto essa mente pequena, egoísta e limitada operar, sempre haverá uma massa de pessoas em busca de pequenos lucros pessoais que não conseguem ver a importância com coletivo e a beleza do crescimento em grupo.
É justamente por isso que precisamos aumentar a consciência, o debate, o diálogo…levar luz e conhecimento. Acordar para evoluir!
